The patent includes an example of\na hybrid aerospace\/undersea craft (HAUC), which due to the physical mechanisms\nenabled with the inertial mass reduction device, can function as a submersible\ncraft capable of extreme underwater speeds (lack of water-skin friction) and\nenhanced stealth capabilities (non-linear scattering of RF and sonar signals).&nbsp; Moreover, the patent provides that the\n\u201chybrid\u201d craft would move with great ease through the air\/space\/water mediums,\nby being enclosed in a vacuum plasma bubble\/sheath, due to the coupled effects\nof electromagnetic field-induced air\/water particles repulsion and vacuum\nenergy polarization.&nbsp; Furthermore, the\nhighly complex patent describes methods of reducing mass using the generation\nof gravity waves, which were first detected 2016.<\/p>\n\n\n\n<p>At first glance, it would seem a patent for such an invention would be kept secret from the general public given its military applications.\u00a0 The United States Patent and Trademark Office screens each patent application for subject matter detrimental to national security.\u00a0 The Invention Secrecy Act of 1951 requires the United States Patent and Trademark Office to impose a \u201csecrecy order\u201d on an application for an invention detrimental to national security.\u00a0 The secrecy order restricts disclosure of the invention and withholds the grant of a patent.\u00a0 Specifically, the Invention Secrecy Act of 1951 provides that whenever:<\/p>\n\n\n\n<p>\u201cpublication or disclosure by the publication of an\napplication or by the grant on an invention in which the Government has a\nproperty interest might, in the opinion of the interested Government agency, be\ndetrimental to the national security, the Commissioner of Patents upon being so\nnotified shall order that the invention be kept secret and shall withhold the\npublication of the application or the grant of a patent\u2026\u201d<\/p>\n\n\n\n<p>A secrecy order prevents an\ninventor from receiving a patent for their invention.&nbsp; The United States Patent and Trademark Office\nsends a notice to the inventor which instructs the inventor that \u201cthe subject\nmatter or any material information relevant to [the] application, including\nunpublished details of the invention, shall not be published or disclosed to\nany person not aware of the invention prior to the date of [the security]\norder, including any employee of the principals.\u201d&nbsp; The secrecy order also prohibits an inventor\nfrom disclosing or publishing any information related to the invention\ndisclosed in the patent application.&nbsp;\nAdditionally, secrecy orders usually last for 1 year.&nbsp; Secrecy orders may be renewed for additional\nperiods of up to 1 year.&nbsp; In order to\nrenew secrecy orders, the government agency sponsoring the security order\npetitions to the United States Patent and Trademark Office, \u201cthat an\naffirmative determination has been made that the national interest continues so\nto require.\u201d&nbsp; A secrecy order ends when\nthe government agency sponsoring the secrecy order fails to renew the secrecy\norder, or when the government agency sponsoring the secrecy order notifies the\nUnited States Patent and Trademark Office that the disclosure of the invention\nis no longer deemed \u201cdetrimental to national security.\u201d&nbsp; The United States Patent and Trademark Office\nmay impose a secrecy order even when the inventor generates and owns the\ncompany without government sponsorship or support.<\/p>\n\n\n\n<p>An inventor who\u2019s invention is\nsubject to a secrecy order has several options.&nbsp;\nFirst, an inventor has an option to appeal the decision by filing a\npetition to have the secrecy order withdrawn.&nbsp;\nSecond, if a secrecy order delays an invention, the inventor may be\nsubject to just compensation.&nbsp; An\ninventor also receives a term extension on a patent that was subject to a\nsecrecy order.&nbsp; The term extension is for\na day-per-day basis for the length of the secrecy order.&nbsp; <\/p>\n\n\n\n<p>At the end of fiscal year 2018,\n5,792 secrecy orders were in effect.&nbsp;\nRecently made public patents include a laser-tracking system, a\nwarhead-production method, an anti-radar-jamming apparatus, and a stronger net.<\/p>\n\n\n\n<p>Pais\u2019 other patents include a Piezoelectricity-Induced Room Temperature Superconductor and a Gravity Wave Generator.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Can an inventor patent a UFO-like space craft capable of traveling at extreme speeds across land, water, and air by using an inertial mass reduction device?
